Poll card, voter's card, appointing someone to vote for you

The European Parliament elections will take place on Thursday, 6 June 2024. You will automatically receive a poll card to vote in Maastricht if you are a Dutch citizen, eligible to vote and registered in the municipality of Maastricht as of 23 April 2024. Voting in Maastricht

Who can vote in Maastricht?

To be eligible to vote in Maastricht, you must be registered in the Personal Records Database (Basisregistratie Personen - BRP) in the municipality of Maastricht as of 23 April 2024, and you must be eligible to vote. This includes Dutch citizens as well as citizens of other EU countries who have opted to vote in the Netherlands. If you meet these criteria, you will receive a stempas (poll card) that allows you to vote in Maastricht for the European Parliament elections.

Voting in Maastricht as a non-Dutch EU citizen

If you live in the Netherlands but are a citizen of another EU member state, you have the option to vote either in your country of origin or in the Dutch municipality where you are registered. To vote in your Duch municipality, you must register your choice by submitting the Y 32 form. Please ensure we have received the form by 24 April 2024.

If you choose to vote in the Netherlands, you will be voting for the Dutch representatives in the European Parliament. If you vote in your EU country of origin, you will be voting for the representatives of that country.

How to vote

You will receive your stempas (poll card) in the post by Thursday 23 May 2024. The poll card allows you to vote at any polling station in the municipality of Maastricht. Please bring your poll card and a valid ID to the polling station. Your ID can be expired, but for no more than 5 years on the day of the election (until 7 June 2019).

Applying for a replacement poll card

If you have not received your poll card by 24 May 2024, you can apply for a replacement in 2 ways:

    This is possible until noon on 5 June 2024. No appointment needed. Please bring a valid form of identification.

Voting in another municipality

If you are a Dutch citizen and want to vote in another municipality, you can apply for a kiezerspas (voter's card). This card allows you to vote in any municipality in the Netherlands.

There are 2 ways to apply for a voter's card:

    This is possible until 5 June 2024 12.00 noon. No appointment needed. Please bring a valid form of identification.

Please note: If you have applied for a voter's card, you can only vote with that card. You will not receive a new one if you lose it.

Appointing someone to vote for you

If you cannot vote in person on election day, you can appoint someone to vote on your behalf. This process is known as proxy voting, and the person you appoint is referred to as your proxy.

A proxy can vote for a maximum of 2 other voters and must cast the other votes simultaneously with their own vote.

You can appoint someone to vote on your behalf in 2 ways:

  • With your stempas (poll card)
  • With a form and DigiD

With your poll card

You can authorise someone to vote for you by completing and signing the back of your stempas (poll card).

Please note: your proxy must either be registered in Maastricht or be able to vote in Maastricht using a kiezerspas (voter's card).

  1. Fill out the information on the back of your stempas.
  2. Sign the back of your stempas (poll card)
  3. Have your proxy also sign the back.
  4. Give your proxy a copy, a clear smartphone photo or the original of your ID. Your ID can be expired, but for no more than 5 years on the day of the elections.
  5. Your proxy will use your poll card and the copy of your ID to vote in Maastricht. They will need to show their own ID at the polling station and cast your vote at the same time as their own vote.

Should you eventually be able to vote yourself, you can revoke the proxy, reclaim your poll card and use it to vote yourself.

With a form and DigiD

If you are unable to vote yourself and unable to authorise someone with your stempas (poll card), you can vote by proxy using a form and DigiD. Please apply no later than Wednesday 3 June 2024 17.00.

The person who will be voting on your behalf (the proxy) must complete the form Verklaring gemachtigde (only available in Dutch). Please upload the completed form during your online application using DigiD.

We will send the proxy certificate to the proxy by post as soon as possible. Avoid problems with postal delivery. Apply for the proxy on time.

Once you have appointed someone as your proxy using the form and DigiD, you cannot reverse this decision. You will no longer be able to vote yourself.

Voting from abroad as a Dutch citizen

Living abroad

Dutch citizens living abroad who are not registered with any municipality in the Netherlands are still eligible to vote in the European Parliament elections.
